Short answer: yes. But timing and products matter, especially during healing. Here's when it's safe and how to do it right.

One of the first questions people ask after getting brow embroidery, nano brows, or ombre powder brows is whether they can still use their brow pencil or powder over the top. The short answer is yes — once healed, you can absolutely layer makeup over semi-permanent brows. Some people do it daily; others only on special occasions. But during the healing phase, the rules are different, and getting this wrong can genuinely affect how well your brows retain pigment and heal.
For the first 7 to 10 days after your procedure, keep all makeup products away from the brow area entirely. That means no brow pencil, no powder, no concealer around the edges, and no foundation overlapping onto the brows. The skin is an open micro-wound during this time, and makeup products — even the ones labelled 'clean' or 'natural' — contain binders, oils, and preservatives that can interfere with pigment retention or introduce bacteria. It's not worth the risk for a week of slightly bare-looking brows.
Between days 10 and 28, you can start wearing face makeup again but still avoid direct contact with the brow area. Foundation can go around the brows, not on them. If you need to conceal redness or unevenness during this stage, a very light dusting of setting powder with a clean brush is the safest option. Avoid cream or liquid products on the brows until at least four full weeks have passed. By then the surface has sealed and the deeper layers are well on their way to stabilising.
Once you're past the four-week mark and fully healed, go ahead and use whatever brow products you like. Pencils, powders, gels, pomades — they'll all sit on top of the semi-permanent pigment without affecting it. Many clients find they need far less product than before; a quick swipe of clear brow gel to set the hairs is often enough. Others enjoy adding a slightly darker pencil stroke at the tail for evening looks. The semi-permanent base means you're enhancing, not building from scratch.
Removal is the only thing to watch. Avoid oil-based makeup removers directly on the brow area long-term, as oils can accelerate pigment fade. Micellar water or a gentle water-based cleanser works well. If you use a cleansing balm on the rest of your face, just wipe around the brows rather than rubbing over them.
